The City Clerk serves as the City's Elections Official responsible for meeting the legal requirements in conducting an election and assists candidates in meeting their legal responsibilities in running for office.
 
The City Council of Riverbank consists of five members elected at-large by its voters during its General Municipal Elections.  Elections occur during staggered even years, which coincides with the Statewide General Elections.  Riverbank's voters elect two Council Members during one even-year election and then elect the Mayor and two Council Members the following even-year election.  The City of Riverbank may contract with the Stanislaus County Registrar of Voters (209) 525-5200, for election services such as for ballots, voting, Polls procedures, vote tabulation, and preparation of the official canvass. 
 
November 3, 2015 - Special Municipal Election:  The City of Riverbank City Council is considering presenting a measure to the voters to ask whether the City of Riverbank should change its electoral process from electing its Members of the City Council (excluding the Mayor's seat) from an "at-large" electoral process in which all registered voters of the City may vote for any of the qualified candidates that are running for office to fill the office seats that have expired, to a "District Election" electoral process in which registered voters of the City may only vote to fill one office seat per district boundary area, and may only choose from the pool of qualified candidates running for office from that specific district.  The Mayor's seat will remain as an at-large electoral process.  More information on this subject will be forthcoming.
  • Public Participation is needed!  Beginning soon, the City Council anticipates holding several public meetings to determine what district boundaries will be proposed.  It is crucial that the citizens of Riverbank participate in the discussions and development of these boundaries to accomplish a district electoral process that will be the most successful process as possible.
The 2016 General Municipal Election will be held on Tuesday, November 1st for the offices of two (2) Council Member seats and the Mayor seat (4-year term each).  The incumbents of those seats are Councilmember Darlene Barber-Martinez , Councilmember Jeanine Tucker, and Mayor Richard D. O'Brien.  2016 Candidate information will be forthcoming.  (Please note:  This process may be subject to change if the District Elections process is approved by the voters.)
 
CAMPAIGN FINANCING:  The Fair Political Practices Commission (FPPC) administers the Political Reform Act which are the regulations that governs several aspects of running for and holding office.  Monies received or spent by a Candidate or Committee must meet FPPC reporting requirements.

Nomination Filing Period (Appointment required): Riverbank Registered Voters interested in running for office must make an appointment with the City Clerk to obtain and file candidate papers during normal business hours. 
*Filing Period will be extended if an incumbent does not file candidate papers by August 8.

Posting Campaign Signs: Candidates may begin posting campaign signs (refer to Political Sign Ordinance for all requirements).
TBD Filing Period for Write-In Candidate: Any Riverbank registered voter who desires to have his/her name written on the ballot of the election counted for the office of Councilmember must complete the required process with the City's Elections Official.
