Do you know what goes on at City Hall? 

City Hall is composed of several departments, each organized to work in their area of expertise.  In this column I will try to summarize what each department is responsible for and I will provide a list with numbers you can call for additional questions you may have.

Administration or the Administrative Services Department     209.863.7122

Under this heading the City has other departments grouped here which include:

City Council, City Manager, City Clerk, City Attorney, Human Resources, Personnel, Social Services, IT, Communications, Channel 2, and City Website. 

Currently, there are five Councilmembers including the Mayor, and they meet twice a month, on the second and fourth Mondays, at what is called a regular Council meeting.  At times they are called for special meetings and for workshops.  Special meetings can be called for emergency services or if their vote is needed for a special project and must be given before a regular meeting date.  Workshops are typically a training session or an informational meeting where there is no vote needed.  The Council’s job is to direct the City employees on how to run the City.  They pass resolutions and ordinances which become City laws or the City Code of Ordinances.  The Council watches over the spending and income so that we, as City employees can continue to offer you, our residents, the services you depend on.

Our City Manager works side-by-side with all of the departments to keep the City running efficiently.  The City Manager insures the policies adopted by the City Council are integrated into the daily operational procedures and practices of the City. 

The City Clerk has the responsibility of overseeing the Human Resources/Personnel Department, Social Services, IT, Communications, Channel 2, and the City Website.  The City Clerk’s office prepares the City Council agendas and sits in on the Council meetings and is responsible for the minutes of the meetings.  The City Clerk’s office also handles the public relations for City events and activities.

This Department also has many other departments under its control – Building, Neighborhood Improvement (previously known as Code Enforcement), and Planning.  This is where you come for building permits and for information on how tall your fence can be or if you have enough room to build a pool or an addition to your home.

Economic Development & Housing Department     209.863.7156

ED&H is the department of grants for first-time home buyers and/or for housing repairs.  This is also the Department that is overseeing the Downtown Beautification Program.

Finance Department     209.863.7109

The Finance Department is responsible for making sure the City’s bills are paid, the City employees receive their paychecks, and this is the office that you pay your water-sewer-garbage bill.  The Finance Director meets regularly with all the Department Heads to make sure that all Departments run within their allotted budget.

Parks & Recreation Department     209.869.7010 / 209.869.7124

This department not only takes care of our parks and recreation programs, they are also responsible for building maintenance and the rental of building facilities (Scout Hall, Community Center, Swimming Pool, and Park Gazebos).  There are a variety of recreation programs that run year-round and others that are seasonal.  Summer is just around the corner and the City Pool will be open for lessons, recreational swim, and the Barracuda Swim Team.  Enjoy one of the many City parks this summer by bringing a picnic lunch or dinner to enjoy under the shade of the trees or you can visit a park that has tennis or basketball courts.  Riverbank also boasts once of the County’s best Skate Parks at the corner of First and Santa Fe Streets!  Don’t forget Jacob Myers Park which sits on the Stanislaus River right across the First Street Bridge.

Here is another department that houses several other departments – Streets, Water, Sewer – this is where you call when there are potholes that need to be filled, or a street lamp is burned out, or perhaps the street is flooded.  This department is on duty around the clock, so if an emergency happens after hours like street flooding or water or sewer problems.
