Provide efficient service in processing building, grading and demolition permits by inspecting respective requests within 24 hours of 95% of said requests.

Perform field inspections, educate residents of existing codes and take corrective actions through a variety of media and presentations to the widest possible segment of the community.

Respond to the needs of the community by providing clear and accurate information through all available media sources and integrating Geographic Information System based applications for all departmental functions.

Encourage public participation in the Community Development process by the preparation of schedules for project analysis and presentations for items of public interest.

Insure that residential and commercial developments meet or exceed community expectations by implementation of all applicable City Standards and Development Agreements.

Assure Riverbank’s economic stability by providing support to the Housing and Economic Development Department programs.

Enhance Riverbank’s image through the monitoring and refining of Code Enforcement activities.

Protect the public health of the community by planning and constructing sewage and water infrastructure that support community goals that are appropriate for Riverbank.

Encourage the provision of additional housing opportunities that meet the respective needs of Riverbank through the development of residential design guidelines.

Develop an adequate road network that reduces congestion and facilitates movement within town by the adoption of an update to the Circulation Element of the General Plan.

Increase transit opportunities that supports and improves economic development and enhances the quality of life of residents by reviewing requiring that new development constructs necessary transit infrastructure.

Encourage and support an economic strategy that supports appropriate business and industrial ventures, increases development opportunities, and strengthens the existing economic base through the planning for the southeast industrial park.

Encourage development that capitalizes on the natural resource of the Stanislaus River to provide additional economic development opportunities and recreational oriented pursuits supporting the goals and programs of the Recreational Department and the Friends of Jacob Myers Park.

Create a comprehensive pedestrian/bicycle circulation system that provides access for all residents in the town regardless of age or ability through the development plan review process and coordination with adjacent irrigation districts.

Conserve the quality of life within Riverbank by reviewing and updating, as needed, development impact fees that are fiscally sound and reflect the true cost of providing services.

Acknowledge the history and cultural resources of Riverbank and develop sound land use and urban design policies that are reflective of the community, through the use of design guidelines, especially within the downtown area.

Foster a more cohesive education system through increased communication between the school systems and Riverbank during the development review process.

Achieve the potential of the community by utilizing the General Plan to identify the desired future development of Riverbank and implement the General Plans Goals efficiently and in a timely manner.

Insure that the Community Development process is clear and predictive through the availability of information in a variety of media.

Insure that Community Development activities are equitable by implementing analysis processes are policy neutral and that the development review process is not used to either speed-up or slow-down the rate of growth.
