FPPC Statement Filings
The Fair Political Practices Commission (FPPC) administers the Political Reform Act. The mission of FPPC is to promote the integrity of state and local government in California through fair, impartial interpretation and enforcement of political campaign, lobbying, and conflict of interest laws.
Campaign Financing
California campaign finance disclosure laws requires local elected officeholders, candidates for local elected offices, and committees in support or opposed to local candidates or measures to file their campaign disclosure reports with the City Clerk at specified intervals.
Beginning January 1, 2021, AB 2151 requires campaign statements and reports to be posted online. Pursuant to California Government Code Section 84615(f): Campaign Financial Statements. The data made available on the Internet shall not contain the street name and building number of the persons or entity representatives listed on the electronically filed forms or any bank account number required to be disclosed by the filer. A complete, unredacted copy of any statement is available to any person upon request.

Economic Interests - Form 700
Every elected official and public employee who makes or influences governmental decisions is required to submit a Statement of Economic Interest, also known as the Form 700. The Form 700 provides transparency and ensures accountability in two ways:
- It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances.
- It serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.
The Commission is required to post on its website all statements of economic interests required to be filed with the Commission on or after January 1, 2010, by elected officers in their elected capacity. The following link provides the filings of the Riverbank Mayor, Councilmembers, City Manager, City Attorney, City Treasurer, and the Planning Commissioners.
