HCD Review Draft 6th Cycle Housing Element

On December 2, 2024, the HCD Review Draft 6th Cycle Housing Element was submitted to the Department of Housing and Community Development (HCD) for a mandated 90-day compliance evaluation.  

A total of eleven (11) comment letters were received during Public Review period for the Public Review Draft 6th Cycle Housing Element.  Pursuant to Government Code Section 65585(b)(1), the City has considered and incorporated public comments into the HCD Review Draft 6th Cycle Housing Element.  Updates to the Housing Element in consideration of public comments were made in redline "track-changes" format and comments are included in the HCD Review Draft 6th Cycle Housing Element in Appendix L. The public review period for the Public Review Draft 6th Cycle Housing Element begins on October 15, 2024, and ends of November 14, 2024.  Comments can be submitted to City Hall at 6707 3rd Street or via email at riverbankhousing@riverbank.org

What is a Housing Element Update?

The Housing Element must be updated every 8 years and is required to demonstrate sufficient zoned capacity for housing to accommodate the number of units identified in the Regional Housing Needs Assessment (RHNA).  For Riverbank and other local governments within the Stanislaus Council of Governments (StanCOG), the 6th Cycle covers the period from June 30, 2023 to December 31, 2031.  A Housing Element Update typically includes the following:

  • Demographic profile and analysis of population growth and trends in the community
  • Goals, policies, and actions to address our current and projected housing needs
  • Inventory of sites suitable to accommodate the housing needs allocation
  • Evaluation of local constraints or barriers to housing development as well as opportunities to develop housing

Regional Housing Needs Allocation (RHNA)

The Regional Housing Needs Allocation (RHNA) is a state-mandated process whereby the State Department of Housing and Community Development (HCD) quantifies existing and future housing needs for each region across the state and allocates each region's housing need in response to their projected population and household growth. State law (Government Code §65584) further requires the region's local governments to plan for enough housing to meet the region's needs in the Housing Element of their General Plan. Stanislaus Council of Governments (StanCOG), is required by state law to develop and adopt a methodology for allocating a portion of the RHNA determination to each jurisdiction within the Stanislaus region.
